He founded the press agency Opera Mundi in 1928 and famously introduced Mickey Mouse and Disney comics to France via Le Journal de Mickey. When Germany occupied France, he fled to the United States and pivoted to writing historical and geopolitical exposés: 

    The Thousand-Year Conspiracy: Secret Germany Behind the Mask (1943): This is his most famous historical text. In it, Winkler argued that Nazism was not a sudden phenomenon, but rather the culmination of a centuries-old, continuous conspiracy driven by "Prussian-Teutonic" forces dates back to the Teutonic Knights. He argued these forces consistently undermined peaceful, westernized German elements to spark global conflicts.

In 1952, Paul re-issued Le Journal de Mickey, again published by Hachette. The updated comic magazine sold between 650,000 and 700,000 issues per week.

In addition to his successful Disney publications, Paul founded numerous other periodicals, including Confidences, a woman’s magazine, in 1945. He also fathered Editions de Trevise book publishing, which specialized in French political biographies, and served as director-general and editor of the newspaper France-Soir.
